feat: 添加 BLE 管理功能与配置

- 新增 ble_manager.c 和 ble_manager.h 文件,提供 BLE 初始化和管理功能
- 更新 CMakeLists.txt,包含 ble_manager.c 以支持 BLE 功能
- 在 sdkconfig.defaults 中启用 BLE 和相关配置
- 更新 app_main.c,初始化 BLE 管理器
- 在 Kconfig.projbuild 中添加 BLE 设备名称配置选项
- 更新 board_config.h,定义 BLE 启用标志
